Evan has been actively involved in the Municipal Leasing Industry as an officer of Baystone Government Finance since 1990. Evan currently serves as the Director of the Government Finance Program. As the Director, Evan is responsible for overseeing all the processes from pricing, marketing, credit, documentation and funding for the municipal assets. Having previously served as General Counsel, Evan still works closely on the legal issues with the current General Counsel of Baystone. Evan is also responsible for establishing and maintaining relationships with investors who work with Baystone.

Baystone Government Finance is a Division of KS StateBank. KS Statebank is a privately owned community bank with 1.8 billion in assets. The Baystone team is responsible for a large percentage of the earning assets of the bank. On an annual basis, Baystone originates over a 1000 municipal leases totaling over 200 million dollars. KS State Bank currently maintains offices in Manhattan, Wichita, Kansas City and Phoenix.

Evan served a full term on the Board of Directors of the AGL&F from 1999- 2004 and was the President and then Chairman his last two years on the board. Evan is on the AGL&F Board for a second term and currently serves on the Executive Committee as the Secretary of the AGL&F. Evan is also a member of NEFA and ELFA.

Evan received his Bachelor of Arts degree from Kansas State University in 1983. He majored in Political Science and Latin American Studies. He received his Juris Doctorate degree from the University of Arizona in 1988. He is an active member of the Kansas Bar Association and the Kansas Bankers Association. Prior to working for Baystone, Mr. Howe spent two years in the private practice of law.
